what is the best way to start up a new flower bed?

i have alot of flowers,plants,and rose bushes just planted in the ground,we bought this house and some were already there and some i've added and something came up to where i couldn't tend it properly and it has gotten out of hand and i want to dig everything i want up and smooth the ground out and put plastic down and use potting soil,compost,mulch,and such down on top of the plastic and replant everything and start a fresh flower bed,you know with landscaping timbers and build it up,the problem is i don't know how much of what i should use,mostly potting soil and a little mulch and compost or half and half or what can someone help,i have 6 rose bushes,different sizes and types,and irises

First amend the soil. Mix in compost that contains forest humus, bat guano and/or composted fowl manuer and/or worm castings and micorrhizae (beneficial fungus). Mix 1/3 compost to 2/3 native soil.

While mixing in compost add slow release fertilizer or any non water-soluble fertilizer (if you mix it with water and it dissolves, that's not the right stuff). Make sure the fertilizer contains boron, molybdenum, magnesium and copper. If these aren't on the contents list, ignore that fertilizer.

Let this sit for a week. During this week, decide what you want to put where, dig the holes so all you have to do is remove the containers and put the plants in the holes and cover the rootball with 1 inch of the now amended soil.
